King continued: revealed secrets and put our country at risk, it's somehow like a moral equivalency. Snowden has one way of doing it, President Obama has another way of doing it. I wish he showed the same anger toward Edward Snowden as he did toward republicans on obamacare. There was no outrage there when he was asked do you think he's a patriot? What do you mean you don't think he is? What do you mean you don’t think he is. This man's a traitor. He’s indicted for espionage by his administration at time of war. So again, to me commander in chief should show much more war time leadership than has been shown by the president on this issue on a very successful program.

Royce: On the senate side, i know our colleagues did an exhaustive audit. And found that over the last four years, they could not find any examples. I think we had 300 queries last year for example looking into this and what they were specifically monitoring were on phone calls from overseas from al Qaeda to al Qaeda agents

Royce continued: in the western hemisphere and in the united states. So i think that a better explanation of the president two months ago would have helped the situation. I think he's waited too long to address it, and at this point i think it's wise for us to reassure the American public. Certainly Congress should be involved in this. We should set up additional protections. But most of this work is done overseas anyway. And most of it is done to protect our assets overseas, certainly our troops in Afghanistan, to protect our embassies, to protect our allies in Europe

Pres. Obama: The American people need to have confidence in them as well. Pres. Obama: shortly to move the debate forward. First, I will work with Congress to pursue appropriate reforms to section 215 of the Patriot Act, the program that collects telephone records. As i said, this program is an important tool in our effort to disrupt terrorist plots and it does not allow the government to listen to any phone calls without a warrant. But given the scale of this program, i understand the concerns of those who would worry that it could be subject to abuse.

Pres. Obama: Second, i will work with Congress to improve the public's confidence in the oversight conducted by the foreign intelligence surveillance court, known as the FISA. The FISA was created by Congress to provide judicial review of certain intelligence activities so that a federal judge must find that our actions are consistent with the constitution. However, to build greater confidence, i think we should consider some additional changes to the FISA.

Pres. Obama: i have confidence in the court and i think they have done a fine job, i think they can provide greater assurances that the court is looking at these issues from both perspectives, security and privacy. So specifically, we can take steps to make sure civil liberties concerns have an independent voice in appropriate cases by ensuring that the government's position is challenged by an adversary.
